Job Purpose

The DE Intelligence Unit is set to build data analytics and insights capabilities with the right information at the right time to drive data-driven decisions for Malaysia’s Digital Economy and MDEC as a whole. Inline with this objective, the candidate is required to:

  • support timely delivery of data-driven insights and recommendations for corporate-wide planning, implementation as well as strategic directions for Digital Economy.
  • support and forge strategic relationship with relevant ministry and agencies as well as International bodies for data sharing and collaboration.
  • support project management, delivery and reporting in a timely manner
  • ensure highest level of data quality and integrity while dealing with confidential data

Duties & Responsibilities

1. Data Analytics/Insights
  • Conduct in-depth analysis to identify the business trends and areas of opportunity.
  • Provide insights through trend analysis for optimum decision making
  • Provide recommendations to stakeholders for next course of action based on the analysis
  • Continuously monitor data trends to optimize existing campaigns, new marketing channels, and other business opportunities to improve the digital experience
  • Ensure high quality data is collected and maintain data integrity
  • Monitor and maintain the dashboards to ensure the data is up to date through frequent communication with data owners
  • Support and facilitate corporate-wide initiatives and strategic studies
  • Automate manual processes using data visualization techniques
2. Visualisation and Storytelling
  • Making large and/or complex data more accessible, understandable and usable
  • Deliver the data in a useful and applealing way to stakeholders by combining multiple datasets and data sources
  • Able to understand, articulate and narrate the story that is being uncovered by the analysis
3. Internal and External Stakeholder Engagement
  • Support and maintain a comprehensive repository in preparation of various internal and external reports
  • Conceptualization of data and knowledge sharing through effective presentation to senior management
  • Support customized reports for MDEC management and key stakeholders
  • Disseminate timely and accurate information to internal and external stakeholders
  • Gather requirement from business users for dashboard implementation
  • To coordinate & support the development of application systems or dashboard for internal and external stakeholders
  • Build rapport with internal and external collaborators for continuous data sharing, analysis and visualisation
4. Project Management and Reporting
  • Develop and maintain project management work plan schedules, budget management with realistic timeline; incorporating risk management & mitigation plans
  • Support and facilitate the development of relevant SOP/guidelines
  • Follow through and aligns risk and control processes into day to day responsibility; mitigate risk and escalate accordingly
5. Learning and Growth
  • Participate in knowledge acquisition platforms in related areas
  • Implement personal development plan as identified in training needs analysis


1. Bachelor’s degree (or Master’s Degree) in Data Science / Computer Science / Information Technology / Information Systems / Statistics / related fields

2. Data Science certification/qualifications, sound knowledge in Power BI, R/Python, SQL, data structure and architecture.

3. Approximately 5 years of work experience; the jobholder will have gained experience managing projects as the team leader with experience and knowledge of subject matters required for this position.

Technical Skills / Knowledge Specialization:

  1. Project management knowledge (e.g. P3O, PRINCE2 PMP/PMBoK)
  2. Excellent skills in Microsoft Office Suites – not limited to Ms Excel, PowerPoint & Word
  3. Understanding of MDEC’s roles and initiatives
  4. Attention to details in analyzing data and ability to reconstruct structured & unstructured data to develop reports by providing value-add information and context.
  5. Ability to keep up and follow digital economy global trends
  6. Strategic planning frameworks and models
