Job Purpose

The incumbent is responsible for the end-to-end administration and execution of several key HR activities:

  • Internal and external recruitment
  • Engagement of Contract For Service (CFS), Temporary staff and Practical Trainee
  • Data maintenance and reporting; and other HR matters

Duties & Responsibilities

1) Recruitment Activities:

  • Carry out end to end recruitment activities for assigned roles.
  • Build and maintain relationship with hiring managers and provide guidance on recruitment related activities.
  • Execute end to end staff movement request such as assignment, covering, lateral transfer and secondment.
  • Manage daily operational issues on recruitment matters
  • Track and record manpower budget on timely manner
  • Develop pool talents for recommendation to hiring department
  • Develop partnership with relevant staffing agencies
  • Undertake job evaluation of positions in MDEC.
  • Develop JD as and when required

2) CFS / Temporary Staff / Practical Trainee:

  • Carry out end to end process from advisory to execute CFS, Temporary staff and internship placement.
  • Oversee operational issues on CFS, Temporay Staff and Practical Training Programme.

3) Reporting and Process Improvement:

  • Monthly tracking and monitoring of approved headcount, manpower cost & budgeting
  • Maintain record and integrity of data in HR system
  • Provide recruitment report on weekly and/or monthly basis, as and when required.
  • Review process and procedures and provide recommendation for process improvement

4) Support the implementation of HRA related projects, as and when necessary

Qualifications

  • Minimum of 5 years working experience in a similar role from an in-house or RPO environment.
  • Bachelor’s Degree in Human Resources, Business Administration, Management or equivalent.

  • Excellent communication skills, both verbal and written English
