Job Purpose

Duties & Responsibilities

JOB PURPOSES

The purpose of this role will be to support the Team Lead – IT Planning & Performance Management related functions. He/She will be responsible for the overall planning of IT Projects, performance, and budget utilisation. The roles include managing the day-to-day activities in the IT Management office, providing guidance on IT Project management, policies, and processes, overseeing resources, and collaborating with other department leaders to develop projects and programs.

DUTIES AND RESPONSIBILITIES

A. IT Planning & Performance Management

1) Support the Team Lead – IT Planning & Performance Management to continually develop and implement an integrated planning cycle, providing analysis of planning submissions across MDEC. To ensure that planning submissions are in-line with the strategic direction of the and that outcomes of plans are effectively measured, monitored, and reported.

2) Establish a project governance framework to have a structured approach to govern the projects. It involves various stakeholders like team members, project managers, project sponsors, investors, clients, etc. These stakeholders have well-defined roles, responsibilities, and decision-making capacities. Purpose of governance structure is to ensure that:

a. The projects are prioritized and aligned to short- and long-term goals of the business.

b. The right people have access to the right information to make the right decisions.

c. The projects are staying within the planned time and budget.

d. Enterprise resources are utilized in the most efficient manner.

e. There are ongoing risk assessment and mitigation across all projects.

3) Provide Management Reports and ensure centralise information being deliver to the right stakeholders. It is to ensure that the management makes informed and timely decisions for the success of the project. Following are some of the examples of management reporting:

a. Overall progress and health of projects

b. Status of milestones and deliverables across the portfolio

c. Financial information about the budget, forecast, actuals, margins, etc.

d. Project risks and progress on mitigating these risks.

e. Operational efficiency and project performance

f. Effective management and utilization of enterprise resources

4) Responsible to streamlines various project management processes and methodologies. Few examples of resource forecasting are:

a. Establish project requesting, selection and prioritisation process.

b. Streamline workflow for resource requisition and allocation.

c. Gathering up to date information about employee skills, interests, experience

d. Forecast and provide early warning before it is late.

5) Enables team efficiency by facilitating knowledge transfers between departmental project teams. It makes project plans, reviews, templates, and documentation widely available to concerned members, saving time and costs that would have otherwise gone into rework. Rather than reinventing the wheel, project teams can not only shorten their learning curve but can also get more work off the ground from the organizational knowledge being shared.

6) Ensure that there is an efficient framework for seamless team collaboration and communication among team members. It helps in:

a. Aligning remote teams and bringing everyone on the same page

b. Completing task faster without unnecessary waiting

c. Communicating faster with the right person without chaos

d. Addressing urgent issues faster and effectively

B. IT Project Monitoring Tracking

1) Oversee the overall IT projects and ensure that are completed on time and within budget. Ensure project team uphold the company's standards throughout each project's development and execution.

2) Collaborating with other department leaders to define, prioritize, and develop projects.

3) Advise in developing project plan, including setting deadlines, prioritizing tasks, and assigning team members to various deliverables.

4) Analyse and track financial data, including project budgets, risks, and resource allocation.

5) Monitor and track the development of the project and ensuring that team members are carrying out their tasks efficiently while upholding the company's standards.

6) Continuously evaluating projects to ensure they are meeting company standards, adhering to budgets, and meeting deadlines.

7) Ensure necessary project documentation is accurately documented which includes the project's creation, development, and execution as well as documenting the project's scope, budget, and justification.

Qualifications

1. A Bachelor’s Degree in a related area such as: Computer Science or Information Technology

2. Any Project Management Professional Certification and IT Services related certification i.e PMP, PRINCE2, COBIT, ITIL is an added advantage.

3. A minimum of five (5) years' experience in the industry.

4. A minimum of one (1) year's experience in a supervisory position may be advantageous.

6. Good written and verbal communication skills.

7. Strong attention to details and technicalities.

8. Excellent organizational and technical skills.

9. Good interpersonal and multi-tasking skills.
