Job Purpose

To manage the planning and execution of the National eInvoicing Initiative, particularly on driving the adoption of eInvoicing by businesses and organisations in Malaysia, and to support the implementation of other initiatives related to Digitalisation under Digital Trade.

Duties & Responsibilities

1. National eInvoicing Initiative

  • Manage and facilitate the adoption of eInvoicing by businesses and organisations in Malaysia
  • Formulate plans, strategies and execution framework to attract and drive businesses to adopt eInvoicing
  • Manage the planning and implementation of workshops, industry dialogues, outreach programs and trainings related the National eInvoicing Initiative implementation
  • Manage the requirements gathering and obtain feedback from users on the adoption of eInvoicing
  • Stakeholder engagement, monitor and manage eInvoicing communities and adopters
  • Develop and enhance domain knowledge in eInvoicing and able to provide strategic feedback on the subject
  • Discover and identify best practices, external trends and case studies that are relevant to eInvoicing implementation in Malaysia
  • Support other aspects of the implementation of National eInvoicing Initiatives, such as Project Board management, service provider community development and eInvoicing infrastructure setup and rollout.

2. Project Management

  • Manage the implementation of various workstreams according to planned milestones and timeline
  • Prepare relevant documentations and provide comprehensive updates regarding project implementation
  • Ensure projects are implemented in an integrated and coordinated manner, with alignment to corporate policies, standards and guidelines
  • Identify risk and issues that can affect the project implementation
  • Propose measures and solutions to mitigate the risk of identified issues
  • Manage procurement related activities in accordance to MDEC’s policies and guidelines.
  • Manage and monitor the program budget and spending whilst working closely across the department to ensure delivery of the agreed KPIs.
  • Work closely with internal and external stakeholders to achieve project milestones and escalate any gaps/delays/issues in a timely manner

3. Others

  • Support the execution of projects related to Digitalisation such as Trade Data Repository and Standardisation of eCommerce Logistics dataset
  • Support the execution of other projects and assignments as and when required


  • Bachelor’s Degree in Business/Management or other related fields
  • Minimum 5 years of related working experience
  • Experience in eInvoicing, accounting software/ERP, finance, procurement, trade documents, sales and/or data repository implementation will be an added advantage.

  • Experience and/or understanding of the works and processes in executing ICT projects and stakeholder’s engagement
  • Excellent written and verbal communication skills in English and Bahasa Malaysia
  • Works well with colleagues and adaptable to cross-functional roles
  • Able to work efficiently under minimal supervision
  • Hardworking and proactive in executing assigned tasks
  • Possess leadership skills to effectively manage and motivate the team
  • Demonstrates resourcefulness and objective oriented mindset
  • Proficient in Microsoft Office products such as Excel, Word and PowerPoint
