Job Purpose

A. Provide leadership for the Corporate Planning function for MDEC.

B. Drive and coordinate the yearly formulation of Corporate Business Plan, Scorecard, Divisional Business Planning and other relevant corporate planning exercise.

C. Conduct relevant research and analysis to support the development and implementation of the corporate tactical strategies and provide relevant recommendations to the management in translating high-level goals into measurable key action initiatives and tactics.

D. Coordinate effective implementation of the agreed strategies and tactics through proper cascading to the divisions through effective utilization of available resources.


Duties & Responsibilities

A. Corporate Planning & Tactical Strategies:

1. Drive and coordinate corporate-wide annual business planning exercise which includes:

• Develop, maintain and review the corporate planning process and timeline

• Develop corporate business plan and formulation of corporate scorecard to measure the achievement of corporate objectives based on analysis on macro and micro information

• Lead in analysis to ensure alignment of strategic objectives, KPIs and resources throughout all levels in the organization

• Provide coaching and guidance on the development of business plans vis-a-vis translation of strategy into tactical plans

• Provide oversight and escalation management on planning related issues to enable appropriate decision making by the management

2. Drive 5-year planning (Rancangan Malaysia Ke-RMK) planning and facilitation with ministry and central agencies which include:

• Pre-planning phase: Facilitate initial discussion with Ministry and EPU/MOF in determining themes for digital economy

• Planning phase: Faciliiate workshops and discussions to consolidate strategies and initiatives within MDEC and its stakeholders

• Post planning: Facilitate review sessions of RMK content and projects, and, cascade to MDEC working with key departments such as Finance and Project Management Office

3. Effective management and coordination with key stakeholders on planning related activities

4. Provides the critical link with senior management by providing inputs and feedback to strategies, policies and initiatives that will enhance the achievement of goals

5. Coach, guide and provide hands-on leadership in the execution of the role

B. Divisional Business Planning:

1. Provide guidance to MDEC Divisions in preparing annual business plan

2. Formulate divisional KPIs to develop Corporate KPI

3. Oversee management of dependencies across programmes and projects in alignment to strategic plan

4. Allocate available resources to ensure that desired outcomes are achieved efficiently and effectively

5. Coach, guide and provide hands-on leadership in the execution of the role

C. Research & Analysis:

1. Ensure achievement of research objectives in alignment to the corporate strategy and/or planning

• Conduct research and analysis on the external environment to be used as reference for the yearly sessions and evaluate all opportunity-threats

• Assess the organizational business strengths and weaknesses

• Develop insights through data analysis

• Obtain information on economic and industry trends, competitor and client behaviour

• Provide insight, analysis and recommendation during planning initiatives by providing insights on current trending and future outlook

• Systematically explore predictions and possibilities about technologies impacting the Digital Economy

• Provide insights through trend analysis and advising the respective stakeholders

• Provide recommendation to Management for next course of action based on insights developed

• Provide relevant information to measure success of strategic initiatives

D. Stakeholder Reporting & Management:

1. Engage and develop report for stakeholders on matters related to corporate planning and research

2. Provide recommendation for Minister Key Performance Indicators (KPI) and other Ministries KPI related to MDEC as required

3. Ensure compliance to the stakeholder planning requirements and other directives

E. Management Key Decision-making Platforms:

1. Lead the coordination of Management Key Decision-making Platforms

2. Facilitate and coordinate Management key decision making platforms (including but not limited to MDEC Management Meeting)

3. Provide advice and recommendations on agenda setting and oversee the follow through of key action items for the key decision making platforms

F. Learning and Growth:

1. Actively enhance personal development of skills and acquisition of knowledge

2. Participation in knowledge acquisition platforms in related areas

3. Implement personal development plan as identified in training needs analysis

4. Ensure that team members are properly developed and competent by providing personal guidance, feedback and motivation

5. Achieve team/personal goals productively and efficiently by making the most efficient use of resources and make timely recommendations for improvement to work processeses


Qualifications

• Degree in Business Administration, Economics, Engineering or IT

• Minimum 10 years working experience with 7 years’ experience in strategic planning, research with good understanding in programme management

• Professional certification is an added bonus

Technical Skills / Knowledge Specialization:

• Project management knowledge (e.g. P3O, PRINCE2 PMP/PMBoK)

• Understanding of MDeC’s roles and initiatives

• Digital Economy and National Transformation Plans

• Ability to keep up and follow digital economy global trends

• Strategic planning frameworks and models

• General knowledge of statistical methodology

• General knowledge of economics and ICT sector
