Job Purpose

The Strategy & Research Department is established with the intent of undertaking strategic advisory roles to address needs, create values, maximize growth and improve performance of MDEC especially in key impact areas and special projects undertaken by MDEC.

Reporting to the Head of Strategy & Research within the Corporate Strategy division, the Job Holder is expected to perform duties with a high degree of independence, initiative and judgment, and is responsible to plan and manage the following key functional areas: 

  • Strategy formulation
  • Strategy alignment facilitation & advisory support services
  • Special projects planning, development and monitoring
  • Department-wide operational initiatives delivery

Duties & Responsibilities

1. Manage strategy formulation

  • Develop long term strategic roadmaps and frameworks for MDEC and the national Digital Economy including national aspirations such as long term Malaysia Plans and other national blueprints
  • Develop programmes (policies and key action initiatives) to execute strategic plans
  • Engage internal and external stakeholders to gain inputs and insights to formulate key strategies
  • Develop recommendation & positioning papers (for Senior Leadership Team & various committees/stakeholders) based on in-depth analysis of data and information obtained from various internal and external reports and studies
  • Conduct research and analyse outputs for meaningful outcomes and interpretations

2. Facilitate strategy alignment and provide advisory services

  • Facilitate alignment on MDEC-wide strategies
  • Provide advisory to internal and external stakeholders on Malaysia’s digital economy pillars and global best practices
  • Develop communication content for external agencies regarding strategic and policy matters
  • Contribute ideas and recommendations to internal and external stakeholders pertaining to strategic and policy matters

3. Manage effective planning and development of special projects & conduct monitoring to assess execution impact

  • Develop detailed project management plans
  • Manage syndication with internal and external stakeholders on proposed and approved initiatives
  • Recommend and establish an appropriate governance structure
  • Conduct required strategy and implementation workshops
  • Conduct project meetings to monitor, track and review internal and external collaborations
  • Monitor and report on the initiatives’ progress to relevant committees
  • Refine and review strategic and project plans
  • Develop funding requirements and options for relevant initiatives, if applicable

4. Manage divisional/department-wide operational initiatives

  • Develop process documentation and execute improvement plan for relevant areas
  • Ensure compliance to enterprise-wide policies and processes
  • Manage department knowledge-base and ensure effective utilization
  • Prepare and monitor departmental annual budget
  • Coaching and mentoring of team members with effective feedback process 

Qualifications

Bachelor Degree holder Computer Science, IT, Engineering, Economics, Business, Finance or related field
