Job Description

Job Purpose

Reporting to the Senior Manager, National e-Invoicing Initiative, the primary role is to manage the planning and implementation of the National eInvoicing Initiative, focusing on technical and infrastructure related matters, and to support other initiatives related to Digitalisation under the National eCommerce Strategic Roadmap 2.0 (NeSR 2.0). 

Duties & Responsibilities

1. National eInvoicing Initiative Implementation

a) Manage the development of technical, solutions and infrastructure requirements for interoperable e-Invoicing implementation in Malaysia.

b) Manage the implementation e-Invoicing network and infrastructure.

c) Manage the development and customisation of e-Invoicing interoperable framework in accordance to local requirements.

d) Manage the development of requirement and scope for National E-Invoicing Initiative portal and dashboard.

e) Facilitate and monitor the assessment of readiness and compliance of service providers to adhere to the localised requirements.

f) Setup and manage the operational and technical support mechanism for e-Invoicing users in Malaysia.

g) Develop and enhance domain knowledge in e-Invoicing and able to provide strategic feedback on the subject

h) Discover and identify best practices, external trends and case studies that are relevant to e-Invoicing implementation in Malaysia.

2. Project Management

a) Manage the implementation of various workstreams under the NESR 2.0 approved programme according to planned milestones and timeline

b) Prepare relevant documentations and provide comprehensive updates regarding project implementation

c) Ensure projects are implemented in an integrated and coordinated manner, with alignment to corporate policies, standards and guidelines

d) Identify risk and issues that can possible delay the project implementation

e) Propose counter measures and solutions to mitigate the risk of identified issues

f) Manage procurement related activities in accordance to MDEC’s policies and guidelines.

g) Manage and monitor the program budget and spending whilst working closely across the department to ensure delivery of the agreed KPIs.

h) Work closely with internal and external stakeholders to achieve project milestones and escalate any gaps/delays/issues in a timely manner

3. Others

a) Support the execution of other projects and assignments as and when required

Qualifications

1. Bachelor’s Degree in Engineering/IT or other related fields

2. Experience in eCommerce, e-Invoicing, Finance, Business and Trade documents will be an added advantage.

3. A graduate with minimum 10 years of experience, the jobholder will have gained experience managing projects or is an experienced individual contributor who has experience and knowledge of digitalization

3. Excellent written and verbal communication skills in English and Bahasa Malaysia

10. Proficient in Microsoft Office products such as Excel, Power BI, Word and PowerPoint

11. Understanding of Industry Dynamics, Business Issues and Technology with respect to eCommerce
