Job Description

Job Purpose

The Manager for Strategy will cover both Macro and Corporate Strategy.

For Macro Strategy, the overarching purpose is to carry out MDEC's role in supporting and developing national level strategies to grow the digital economy. Especially in the context of the upcoming RMK-13 plans. This involves working closely with external stakeholders from Federal and State Government, Agencies and International bodies.

As for Corporate Strategy, it requires the development and implementation of MDEC's own roadmap to help set MDEC's direction in alignment with National Digital Economy Agenda. The manager is expected to liaise with various internal stakeholders, facilitating ideation workshops, syndication meetings and such, in order to drive corporate strategy.

The manager is required to have a good big-picture thinking with execution in mind, working closely with internal and external stakeholders.

Duties & Responsibilities

Strategic Planning:
1. Facilitate and plan Enterprise Advisory for corporate MDEC and across MDEC divisions on their strategic plans and studies which includes:
  • Pre-planning phase: Facilitate initial discussions and scoping, with corporate office and MDEC Divisions in determining themes and strategic direction for the digital economy
  • Planning phase: Facilitate workshops and discussions to determine strategies and initiatives within MDEC and its stakeholders
  • Post planning: Facilitate review sessions of content and outcomes with key stakeholders, and, assisting to develop into practical strategies for implementation of initiatives and projects
  • Implementation phase: Roll-out and facilitate implementation of corporate strategies working with divisions in MDEC to determine quick wins, interdependencies and strategic outcomes

2. Facilitate the development of Corporate Strategies and Frameworks for alignment with Federal and State-level Ministries, and Agencies in the Digital Economy, where relevant, which includes:
  • Pre-planning phase: Facilitate initial discussion with Ministries and Agencies in determining alignment with digital economy
  • Planning phase: Facilitate workshops and discussions to consolidate strategies and initiatives within MDEC and its stakeholders
  • Post planning: Facilitate review sessions of content and outcomes with key stakeholders, and, assisting to develop into practical strategies for implementation

Research & Analysis:
Ensure research is aligned to the strategic objectives of key projects as well as stakeholders including enterprise, Federal, State and industry stakeholders
  • Conduct research and analysis on the external and internal macro-environment to be used as reference and as benchmarks to evaluate all opportunities as well as threats
  • Determine and analyse information on macroeconomic and industry trends, competitor and client behaviour in relation to corporate MDEC
  • Provide insight, analysis and recommendation during planning initiatives by providing insights on current trending and future outlook that would affect corporate MDEC
  • Provide recommendation to key stakeholders for next course of action based on insights developed
  • Provide relevant information to measure success of strategic initiatives
Represent MDEC at Key Decision-making Platforms
  • As a key representative of MDEC at key Digital Economy platforms, to facilitate and provide input on Digital Economy related issues including State Digital Economy agenda
  • Provide advice and recommendations on agenda setting and oversee the follow through of key action items for the key decision making platforms
Stakeholder Reporting & Project Management:
  • Engage and develop reports for stakeholders across MDEC Divisions and at Federal and State- level on matters related to the strategic development of the Digital Economy for the Nation, where applicable
  • Provide input and content to strategic and operational reporting in MDEC, KD and other relevant platforms
  • Manage budget, resource utilization effectively to meet performance expectations
  • Facilitate and lead planning for the unit for corporate business planning as well as RMK efforts

Learning and Growth:
  • Actively enhance personal development of skills and acquisition of knowledge
  • Develop and coach team members in the unit and department, where relevant to build the right skillsets
  • Lead by example and build a positive work culture that promotes productivity and collaboration

Qualifications

Degree in Business Administration, Economics, Engineering, Political Science, Social Studies or IT or other relevant qualification.

Minimum 6 years working experience with 3 years’ experience in Strategy and Advisory functions, preferably.

Past experience of dealing with Government Ministries at Federal and State level is also preferred.

  • General knowledge of economics and ICT sector

  • Excellent verbal and written communication skills
  • Balanced Scorecard and Key Performance Indicators, in the context of team management
